Long-standing water-related problems on Clapper Lane

The following issues in blue below have been reported to DCC and our Devon County Councillor Cathy Connor has now come back to us with an update  – thank you to Cathy for chasing on our behalf.

1. The large puddle / small lake which has persisted for several weeks by the A30 bridge on Clapper Lane. This has been reported several times to DCC Highways and was investigated by them recently. Subsequent rains still caused flooding. This was queried again last week with DCC Highways as this is not only potentially damaging for vehicles when deep (up to 18″ on the West side), but it also stops pedestrians when it is across the road. 

2. A leaking manhole in Pale Gate Close which causes the slope down Clapper Lane to be continually wet (and dangerously icy in cold weather) has been reported to South West Water. They have replied that as it is a land drainage issue it is not their responsibility. 

3. There is also reported pollution on the West side of the lane with an orange liquid collecting in puddles in drier weather. I will send photos if I can access them.

Cathy has responded: 

This site was attended by officers in February and was rodded to improve the flow. On this visit we were successful on allowing the water to flow away however it was noted that the flow was likely restricted. At the time we concluded this was likely due to elevated river levels covering the outlet of the system. A jetting request has been logged also for the system and will be attended to when resource and priority allows, resources are still currently committed to clearing the backlog of requests on the primary salting network.

The leaking manhole has been reported to our Network Enforcement Team. They are going to chase up BT again as BT have accepted that there is an issue but have not arranged for the repair yet.

Any concerns with pollution should be reported to the environmental health team at East Devon District Council.

We will chase up the pollution at item 3 with EDDC – does anyone have any photos of the offending liquid that accumulated last summer?
